Alex,

Good initiative! I like the idea... But, if you wish "to promote data interoperability in government", I would suggest looking at data.gov and app.gov, and either drive those standards or follow them. At the moment, unless some other initiative overtakes them, I would say that data.gov and apps.gov are driving innovation across the US.

In the UK, we have the data.gov.uk, setting the standards for data-interchange and cross-departmental initiatives to standardise on government architecture in data and app.
